§ 72.34 OFF-STREET METER PERMITS.
   (A)   It shall be lawful to park a suitable motor vehicle in any available designated parking space in any off-street parking facility in the city for any length of time without depositing any coin or other acceptable forms of payment in the parking meter controlling the space when the vehicle shall have properly affixed an off-street parking permit decal for the current calendar year.

   (B)   The privilege created by this section shall be on a first come, first served basis, and shall not guarantee the holder of the permit of the availability of a parking space.

   (C)   The Clerk-Treasurer shall have prepared a suitable number of decals, approximately two by two and one-half inches in size, to be known and designated as an “off-street parking permit.” The decal shall designate the calendar year for which it is to be issued for use, and from year to year shall be of a distinctive color clearly contrasting the color of the previous year. The decal shall bear the words “This permit authorizes the owner or operator of the vehicle to which it is properly affixed to park the vehicle in any available designated space in any off-street parking facility of the city during the year for which it is issued, without placing any coin in the parking meter controlling the space. This permit is not valid or effected in any on-street metered or restricted parking space.” The decals shall be numbered consecutively, beginning with number one, for each year.

   (D)   The Clerk-Treasurer shall procure a consecutively numbered receipt book with numbers corresponding to the permit numbers, with space in which to indicate the date issued, name of the purchaser and the year and make of the vehicle to which the permit is to be attached.

   (E)   The fee for each off-street parking permit decal shall be $100 for each full calendar year, provided that the fee shall be prorated on a monthly basis to the nearest whole month when purchased after the first day of January of any year. The fee shall be collected by the Clerk-Treasurer.

   (F)   The purchaser of a permit may not assign or transfer it to another person.

   (G)   The funds collected from the sale of the permits shall be allocated as provided for in § 72.32.

   (H)   No person shall park in any space designated as being restricted to off-street parking permits without having the permit displayed on the vehicle being parked, and violation of this division shall be considered to be a restricted parking violation
