(A) The Board of Public Works and Safety may limit the time of parking at any parking space within the city of a period of less than two hours when the restriction is deemed to be in the best interest of the city or provides for the smoother flow of traffic or for the removal of traffic congestion.
(B) The restricted parking areas shall be designated by sign or may provide for notice to be placed on parking meters if the notice is deemed necessary.
