(A) Parking on certain streets or parts of streets in the city shall be prohibited when, in the opinion of the City Board of Public Works and Safety, the prohibition provides for the smoother flow of traffic, removal of traffic congestion or when the prohibition is in the best interests of the city.
(B) A violation of this section shall occur when a vehicle is parked upon a street or part of a street designated as a no parking zone.
