(A) Whenever the Valparaiso Police Department orders that a vehicle be towed from any location within the corporate limits of the City of Valparaiso, the designated towing service authorized to tow that vehicle shall assess against the owner of the towed vehicle an administrative fee of $25 which shall be collected in addition to any and all other applicable towing charges.
(B) The administrative towing fee created by this section shall be included in the towing bill assessed by the authorized towing service and collected by the authorized towing service as part of the authorized towing bill.
(C) The administrative towing fee created by this section shall be forwarded by the authorized towing service to the Clerk-Treasurer within 30 days of collection.
(D) The Clerk-Treasurer shall deposit the administrative towing fee created by this section into the Motor Vehicle Equipment Fund (Fund 281) for appropriation and expenditure pursuant to established guidelines.
