(A) An organizational meeting shall take place at 7:30 p.m. on the first Monday in January of the year following a municipal election.
(B) The regular meeting dates of the City Common Council shall be the second and fourth Mondays of each month at 7:30 p.m. prevailing time.
(C) Special meetings of the Common Council may be scheduled with written notice given to all members and specified therein shall be the particular purpose for which the special meeting was called. The written notification shall be signed by the Mayor when requested by the Mayor or signed by the members of the Common Council when requested by the Council. The written notification shall contain the official seal of the city and shall be signed by the City Clerk-Treasurer. Copies of the written notice shall be personally served upon all members and the notice shall be served by the Chief of Police or his or her duly authorized representative. No business shall be transacted at a special meeting of the Common Council unless the subject of the business is specified in the written notice for that meeting. The minutes of any special meeting shall include the contents of the written notice for that meeting and shall further include the details pertaining to the service of the notice as provided herein. Special Meetings may be requested in the manner hereinbefore stated by four members of the Common Council in the event that the Mayor is unable or unwilling to call a special meeting. If a special meeting is called under these circumstances, the written notice of the meeting should include wording so as to reflect the Mayor’s inability or refusal to call the special meeting.
(D) At any meeting of the Common Council, four Council members shall comprise a quorum for the transaction of business. Smaller number of members may meet, adjourn, and/or, from time to time, compel the attendance of members.
(E) The Mayor shall preside as Chairman of all meetings of the City Common Council. In the absence of the Mayor, the members of the Council shall choose one of its members to preside as President Pro Tempore, who shall preside for a meeting or remainder of a meeting due to the unavailability of the Mayor.
(F) Any meeting of the Common Council shall be governed by Robert’s Rules of Order, unless the rules conflict with this section or any applicable statute, in which case the ordinance or statute shall prevail. All meetings of the Common Council shall be conducted pursuant to I.C. 36-4-6-10 through 36-4-6-17 and in accordance with the following order of business which is adopted as a part of this section with the stipulation that the order of business at any meeting of the Council may be changed by a majority vote of the elected members of the Council:
(1) Call to Order;
(2) Roll Call by the Clerk-Treasurer;
(3) Approval of the minutes of the previous meeting(s);
(4) Reception of petitions or other communications;
(5) Communications from the Mayor or President Pro Tempore;
(6) Report from Liaison Council Members as follows:
(a) Police Department;
(b) Fire Department
(c) Finance Department;
(d) Waste Water Treatment and Sewer Department; and
(e) Street and Solid Waste Disposal Department.
(7) Reports from Standing and/or Select Committees;
(8) Reports from city officers as follows:
(a) Clerk-Treasurer;
(b) City Attorney;
(c) City Engineer;
(d) Chief of Police;
(e) Fire Chief;
(f) City Planner;
(g) Building Department;
(h) Department of Parks and Recreation;
(i) Department of Waterworks;
(j) Street and Solid Waste Disposal Department; and
(k) Waste Water Treatment and Sewer Department
(9) Consideration of ordinances;
(10) Consideration of resolutions;
(11) Unfinished business;
(12) New business;
(13) Comments from the public in attendance; and
(14) Adjournment.
