§ 70.09 PERMITS REQUIRED FOR PARADES, PROCESSIONS AND OPEN AIR MEETINGS.
   (A)   No procession or parade shall be allowed on any street of the city, nor shall any open air meeting be held upon any ground abutting upon any street of the city, until a written permit therefor shall have been obtained from the Board of Public Works and Safety. No person shall march, ride or in any manner participate in any parade or procession upon the street of the city, or attend any open air meeting held upon any ground abutting on any street of the city for which a written permit has not been first obtained in the manner provided below.
   (B)   Application to conduct a procession, parade or open air meeting shall be made in writing to the Board of Public Works and Safety through the Mayor’s Office. The application shall be made by the individual in charge, control and/or responsible for the activity. The application shall be made at least 24 hours in advance of a regularly scheduled Board meeting and shall contain as a minimum:
      (1)   The specific route along which the procession or parade is to proceed or the specific location of the open air meeting;
      (2)   The purpose thereof;
      (3)   The time of beginning and probable duration of the event; and
      (4)   The name, address and telephone number of the individual responsible for the event;
   (C)   The Board shall have the authority to attach reasonable requirements as conditions of any approval of the subject event in order to protect the health, safety and welfare of the participants in the event or the non-participating citizens and their properties.
   (D)   If the Board approves the application, it shall issue a written notice of approval stating any conditions of that approval. If the application is not approved it shall issue a written notice of denial stating the reasons for the denial. Notice(s) shall be mailed to the applicant within 96 hours of the time of the Board meeting at which the decision is made.
