(A) The Authority shall have the right to identify and document violations for administrative actions and legal proceedings. User compliance with applicable regulations shall be determined and evaluated through, but not limited to:
(1) Self-monitoring data from users;
(2) Inspections conducted by the Authority;
(3) Surveillance sampling and analysis conducted by the Authority; and
(4) Evaluation of user application information by the Authority.
(B) Self-monitoring data shall be required from all permitted industrial users. Each report shall be signed by an authorized representative of the user. Inspections by the Authority shall be conducted to verify compliance and identify potential problems or violations. Surveillance sampling shall require strict adherence to standard procedures and a field chain of custody procedures shall be followed for the samples to maintain their identity. Information submitted by the users shall be evaluated for compliance with regulations.
