§ 38.03 ORGANIZATION OF ADVISORY HUMAN RELATIONS COUNCIL.
   (A)   Within 30 days from the date of the adoption of this chapter, the Mayor shall appoint the initial ten members of the Advisory Human Relations Council. In making appointments to the Advisory Human Relations Council, the Mayor shall consider the individuals sensitivity and awareness to human relations matters affecting the community. The Advisory Human Relations Council membership shall reflect the diversity of community and shall include representation from all major sectors of the community, including business and labor, non-profit organizations, education, government and the faith community.
   (B)   Except as noted below, members shall serve terms of three years commencing on January 1 and until reappointed or a successor is appointed. As to the existing members, appointments and terms shall be handled as follows:
      (1)   One member appointed by the Mayor shall be a city employee. This member shall serve at the pleasure of the Mayor and retain membership on the Council until removed and replaced by the Mayor.
      (2)   Three members shall serve until December 31, 2020.
      (3)   Three members shall serve until December 31, 2021.
      (4)   Three members shall serve until December 31, 2022.
      (5)   The Valparaiso Police Chief shall serve as a nonvoting member.
      (6)   The Mayor may appoint up to four nonvoting members who are full-time high school or college students and reside in Valparaiso. The terms of these nonvoting members shall be for one year starting January 1.
      (7)   Upon adoption of this section, the Mayor shall issue appropriate written appointments identifying which current members are assigned to the terms outlined in divisions (B)(2) through (4).
   (C)   Upon completion of the terms identified in divisions (B)(2) through (4), the Mayor shall appoint members for a full three year term. Members may be reappointed for consecutive terms; however, no member shall serve more than three consecutive terms commencing January 1, 2020.
   (D)   At the first Council meeting of each year, the Council shall select a Chairperson and a Vice-Chairperson from its members. The Chairperson shall be the primary contact person between the Mayor and Council.
   (E)   Should a vacancy arise on the Council, the Mayor shall appoint a person to complete the remaining portion of the current term.
   (F)   The Mayor may remove any member of the Advisory Human Relations Council for cause including the failure of the member to attend three consecutive Advisory Human Relations Council meetings or an actual conflict of interest.
