This chapter regulates the connection to and use of public and private sewers and drains, the installation and connection of building sewers, and the discharge of waters and wastes into the public sewer system of the city, and provides penalties for violations thereof. In addition, this chapter sets forth uniform requirements for direct and indirect contributors into the wastewater collection and treatment system for the city, and enables the city to comply with all applicable state and federal laws required by the Clean Water Act, the same being 33 USC 1251 et seq., and the General Pretreatment Regulations, the same being 40 CFR Part 403.
