§ 30.01 ORGANIZATION.
   (A)   The government of the city shall consist of three branches as follows:
      (1)   Executive;
      (2)   Fiscal; and
      (3)   Legislative.
   (B)   In addition to the three branches herein named, there shall also be statutory boards and commissions as established by this code.
