§ 150.02 ADDRESSING.
   (A)   The house numbering system is to be based on a grid network of 330 feet. At each grid line of 330 feet the numbers shall increase by 100. However, if a grid line falls within 100 feet of a street intersection, the change shall take place at the intersection at the discretion of the City Engineer’s Office.
   Note that grid lines may or may not conform to actual blocks, and a block may contain more that one grid number.

   (B)   The base line of the system shall be Lincolnway extended east and west. The meridian line shall be Washington Street extended north and south.

   (C)   It shall be the responsibility of the City Engineer’s Office to assign all street names and house numbers. The City Engineer’s Office shall coordinate the assignments with all relevant emergency services agencies, the post office, and appropriate local, county, state and federal agencies.

   (D)   House numbers shall progress, within each grid number, from 1 through 49 and 0 through 48 for addresses on north/south streets north of Lincolnway or east/west streets east of Washington Street, and from 51 through 99 and 50 through 98 on north/south streets south of Lincolnway or east/west streets west of Washington Street. The grid numbers shall progress upward by hundreds from 0 to 50 in the grids (blocks) adjacent to Washington or Lincolnway.

   (E)   The following streets shall be assigned these respective numbers:

   (F)   House numbers shall be so assigned so that while driving in the direction of progressing numbers the even numbers are always to the right and odd numbers to the left. House numbers shall be even on the east and odd on the west side of all streets extended north of Lincolnway. House numbers shall be even on the west and odd on the east side of all streets extended south of Lincolnway. House numbers shall be even on the south and odd on the north side of all streets extended east of Washington Street. House numbers shall be even on the north and odd on the south side of all streets west of Washington Street.

   (G)   Streets running in a generally north/south direction shall be assigned north/south numbers. Streets running in a generally east/west direction shall be assigned east/west numbers.

   (H)   Curvilinear or irregular streets which maintain the same street name throughout their length shall be assigned numbers consistent with the general overall direction that they run. The numbering system shall be consistent and continuous throughout the length of the street regardless of localized changes of direction or curves.

   (I)   Houses or buildings located on two or more lots, each lot having been assigned a number, may display the number assigned to any one of these lots at the owner’s discretion.

   (J)   All subdivision plats brought before the Plan Commission for final approval shall show house numbers which conform to the official numbering system. It shall be the City Engineer’s responsibility to certify that those numbers are correct and conforming.

   (K)   The house numbering system shall be extended to include all land annexed, and any nonconforming system in existence shall be made to conform to the official numbering system.

   (L)   (1)   Numbering of buildings multi-family dwellings.
         (a)   It shall be the duty of the owner(s) and/or property manager(s) of every multi-family structure in the city to identify such by use of letters and numbers (numerals, not words or Roman numerals) which shall be not less than three inches in height. Addresses shall be either reflectorized or clearly contrasted from the background upon that which they are secured and shall be visible from either direction of approach from the roadway.
         (b)   In the event more than one multi-family structure is located on a single zoning lot or within a development bearing a common name, each separate structure shall have a separate and distinct letter and/or number (numerals, not words or Roman numerals). The letter and/or number shall be not less than three inches in height and shall be reflectorized or clearly contrasted from the background upon that which they are secured and shall be visible from either direction of approach from the roadway or parking lot.
         (c)   In the event the multi-family structure contains a main arterial hallway, each individual dwelling unit shall be distinctly identified by use of a letter and/or number affixed or adjacent to each door.
         (d)   In the event the structure is not clearly visible from all directions of approach from the roadway, the numbers (as described within this division (L)(1)) shall be securely displayed on a post, or mailbox, or a reflectorized street-like sign. Their location shall be permanently positioned within the right-of-way adjacent to the driveway leading to the structure in a manner visible from all directions of roadway approach.
      (2)   Numbering of buildings one and two-family dwellings.
         (a)   It shall be the duty of the builder/developer, hereafter erected in the city, to have secured on the structure prior to or at the time of occupancy. The address thereof shall be numbers (numerals, not words or Roman numerals) not less than three inches in height and shall be reflectorized or clearly contrasted from the background upon that which they are secured and shall be visible from either direction or approach from the roadway.
         (b)   It shall be the duty of the owner(s) of each dwelling existing prior to or on March 24, 2003, in the city, to have secured on the structure numbers (numerals, not words or Roman numerals) not less than three inches in height which shall be reflectorized or clearly contrasted from the background upon which they are secured and shall be visible from either direction of approach from the roadway.
         (c)   In the event the structure is not clearly visible from all directions of approach from the roadway, the numbers (as described in this division (L)(1)) shall be securely displayed on a post, or mailbox or by use of a reflectorized street-like sign. Their location shall be permanently positioned within the right-of-way adjacent to the driveway leading to the dwelling in a manner visible from all directions of roadway approach.
   (M)   In the event more than one apartment structure is located on a single zoning lot or within a development bearing a common name, each separate apartment structure shall have a separate and distinct number, meaning numerals and not words or Roman numerals, and/or letter which shall be reflectorized or the color of which must be clearly contrasted with the background upon which they are placed not less than three inches high and visible from either direction from the roadway, or on the doorway if the boxes are grouped, the number of the apartment.
   (N)   In the event the structure is not visible from the roadway, the numbers shall be placed on a post and/or mailbox located adjacent to the driveway leading to the structure.

   (O)   It shall be the duty of the owner of a house hereafter erected in the city to have placed on the structure at the time of occupancy thereof, in a place visible from either direction from the roadway, numbers, meaning numerals and not words or Roman numerals, reflectorized or the color of which must be clearly contrasted with the background upon which they are placed and not less than three inches high, showing the number of the dwelling.

   (P)   It shall be the duty of the owner(s) of each dwelling existing on the date of adoption of this section in the city to have placed on the structure and or mailbox, in a place visible from either direction from the roadway, numbers, meaning numerals and not words or Roman numerals, reflectorized or the color of which must be clearly contrasted with the background upon which they are placed and not less than three inches high showing the number of the dwelling.
   (Q)   In the event the structure is not visible from the roadway, the numbers shall be placed on a post and/or mailbox located adjacent to the driveway leading to the structure.

   (R)   (1)   When assigning addresses to lots fronting on state or U.S. highways, the address shall be assigned using the local street where the local name exists. Local street names, where established, are designated as follows:

      (2)   Where no local street name is established the address shall use the state route or U.S. highway number as the street name.

   (S)   Any property owner given written notice of noncompliance with this section shall have 30 days in which to comply. Failure to comply will result in a violation of this code.

   (T)   Any person, firm or corporation which shall violate any provision of this section shall be guilty of a misdemeanor and shall be punished by a fine of $50 for each occurrence. Each day a violation continues shall be deemed a separate and distinct violation of the provisions hereof, and shall be subject to a fine each and every day the violation shall continue to exist.
