Special cases may arise in which the literal enforcement of a rule may impose unnecessary hardship. The city reserves the right without notice to make exceptions, suspensions or modifications in any of these rules provided that no such exception, suspension or modification shall not be construed as affecting the general application of such rule. The city reserves the right at any time to change, modify or add to these rules whenever in their judgment the best interest of the cemetery and owners of burial rights require it. Such changes may be made without the individual notification of existing lot owners.
