249.04   ADDITIONAL CREDITS.
   (a)   Residency Credit: New Appointments Only. An additional credit of one point per year for continuous residency up to a maximum of five points (provided the person receives a grade of 70% or better on the written test and provides proof of agility certification) shall be given to all applicants for initial appointment for maintaining their sole, bona-fide residence within the Village. To qualify for this credit, the person must have maintained his or her sole, bona-fide residence within the Village for a period of not less than one year immediately prior to the examination. Proof of such residency shall be submitted by the applicant at the time of application, and may be in the form of proof of property ownership, proof of voter registration, proof of registration with the U.S. post office or any other proof deemed as bona-fide.
   (b)   Fire Training Credit. An additional credit of five points shall be given to all applicants for initial appointment in the Fire Department (provided that the person receives a grade of 70% or better on the written test and provides proof of agility certification) if the applicant has a current and valid State of Ohio approved Paramedic Certificate and a Fire Fighter Class I or II Certificate or its equivalent. Proof of possession of the aforesaid certificates shall be submitted by the applicant at the time of application. The aforesaid certificates shall be maintained in good standing at the time of submission for entitlement of the training credit.
   (c)   Graduate Credit. If a candidate receives the minimum 70% score on the written exam and provides proof of agility certification, an additional credit of five points shall be credited to the applicant if the applicant is a graduate of an accepted four-year university or college in the United States. Proof of graduation and degree shall be presented at the time of application. For those applicants who do not have a four-year degree but possess an associate's degree from an accepted two-year university or college, an additional three points shall be credited to the applicant. Credit for education higher than graduate degree shall not be given.
   (d)   Military Service Credit. If a candidate has a proof of agility certificate and receives the minimum 70% on the written exam, a credit of five points shall be awarded to the applicant for three years or more of military service and proof of honorable discharge.
   (e)   If a candidate holds a position as a part-time Valley View Firefighter/Paramedic a credit of one point for every two completed years of service not to exceed five points, shall be awarded to the applicant.
