250.24 COMPENSATION FOR FULL-TIME EMPLOYEES NOT IN A BARGAINING UNIT.
   (a)   All full-time employees of the Village, which are not in a bargaining unit, shall be entitled to the following vacations, holidays, personal days and birthdays.
      (1)   At the time or times agreeable to the Mayor, department heads and the employee, the full-time employees are entitled to ten working days vacation during the calendar year after his or her first year of continuous service, eleven working days off after completing three years of service, twelve working days off after completing four years of service, thirteen working days off after completing five years of service, fourteen working days off after completing six years of service, fifteen working days off after completing years of service, sixteen working days off after completing eight years of service, seventeen working days off after completing nine years of service, eighteen working days off after completing ten years of service, nineteen working days off after completing eleven years of service, twenty working days off after completing twelve years of service, twenty-one working days off after completing thirteen years of service, twenty-two working days off after completing fourteen years of service, twenty-three working days off after completing fifteen years of service, twenty-four working days off after completing sixteen years of service, twenty-five working days off after completing seventeen years of service, twenty-six working days off after completing eighteen years of service, twenty-seven working days off after completing nineteen years of service, twenty-eight working days off after completing twenty years of service. In addition to the aforesaid vacation period, each full-time employee shall be entitled to the following ten paid holidays: New Year's Day, President's Day, Good Friday, Memorial Day, Independence Day, Labor Day, Columbus Day, Veteran's Day, Thanksgiving Day, Christmas Day and five personal days, one of which is to be said employee's birthday, provided, however, that the personal day's off must be approved by the department head and the department head's personal day's off must be approved by the Mayor and further provided that an employee will use their birthday and four personal days as "time off" prior to November 1st of said year, unless employee's birthday is in November or December of said year. Effective January 1, 2003, for all full time non-union employees, the personal days will count toward time worked for the purpose of calculating overtime.
      (2)   The following personnel must take their holidays as time off: department heads, including Chief of Police, Fire Chief, Street Commissioner, Building Inspector, Recreation Director, Janitor-Jailer, Clerk of Courts, Senior Clerk and Junior Clerk and clerical personnel.
   (b)   All full-time non-bargaining unit employees shall receive a one-time bonus in the amount of seven hundred fifty dollars ($750.00). In addition to the aforesaid bonus, all full-time non-bargaining unit employees shall receive a wage increase of two percent retroactive to July 1, 2009 and shall also receive an additional two percent wage increase effective July 1, 2010.
   (c)   All part-time employees shall receive a wage increase of two percent retroactive to January 1, 2009 and shall receive an additional wage increase of two percent effective July 1, 2010.
   (d)   The Village will provide each full-time non-bargaining unit employee with hospitalization, dental, vision and life insurance coverage as selected by the Village. Effective March 1, 2010, the hospitalization coverage will be the SMP 2000/4000 Health Savings Account through Medical Mutual of Ohio. The Village will contribute 100 percent of the annual deductible for each employee. Employees covered by the hospitalization plan shall be required to pay fifty dollars ($50.00) per month towards the premium. Said amount shall be a pre-tax deduction for said payments.
