At any time during the term of this chapter, the Council, the Mayor or the permittee may propose amendments to this chapter by giving thirty days written notice to the other of the proposed amendment(s) desired, and both parties thereafter, through their designated representatives, will, within a reasonable time, negotiate in good faith in an effort to agree on mutually satisfactory amendment(s). Nothing contained in this section shall be construed as limiting the parties' ability to agree to amend this chapter, as provided for herein. This chapter may only be amended in writing, by ordinance enactment by Council.
