Whenever, in the judgment of the Inspector of Buildings, by reason of defective or illegal work in violation of any provision of this Building Code, the continuance of a building operation is contrary to public welfare, he may order, in writing, all further work to be stopped and may require suspension of the work until the offensive condition has been remedied.
