(a) At the time of applying for a building permit of any kind, every contractor, including general contractors or subcontractors, must submit a list of all subcontractors who will be working under such permit. If the party requesting the permit is the property owner and is acting as a contractor, then such property owner must submit the names of the contractors and subcontractors.
(b) If, at any time during the construction of the work provided for by a permit, there is a change in subcontractors working under any contractor or subcontractor, such change shall be reported within twenty-four hours by such contractor or subcontractor to the Village Clerk-Treasurer.
