Notwithstanding the provisions of this chapter, the requirements for filing plats may be waived under the following substitutions:
(a) The proposed subdivision of land abuts upon an existing public street and does not involve the opening, widening or extension of any street or road, and the entire parcel does not involve more than five lots; or
(b) There is a proposed sale or exchange of parcels between adjoining owners, and the sale or exchange does not create additional building sites; and
(c) There is submitted to the Planning Commission a linen tracing to scale showing the proposed subdivision and such other information as is pertinent to its determination and action thereon under this chapter; and
(d) If the Planning Commission is satisfied that such proposed subdivision is not contrary to other applicable subdivision or zoning regulations, it shall, at a regular meeting, approve such subdivision and shall stamp the same "Approved by the Village Planning Commission of the Village of Valley View. No plat required." and shall have it signed by the Secretary of the Commission.
