(a) For the housing and feeding of prisoners for other governmental agencies, fees as set forth in subsection (b) hereof shall be charged.

(b) The per diem rate to be charged by the Village for each twenty-four hour period or fraction thereof that a prisoner from another jurisdiction or from a municipal court is housed in the Village Jail is eighty-five dollars ($85.00).
