1044.03 EXISTING BUILDINGS.
   On or after January 1, 1970, any person owning or operating any building or structure, other than single-family dwelling units within the Village, in connection with which a mechanical waste water treatment plant is used to service such building or structure, shall:
   (a)   Obtain written approval of the plans, specifications and discharge point from the Ohio Department of Health;
   (b)   Place on file with the Village Engineer a copy of the plans, specifications and written approval of the Ohio Department of Health;
   (c)   Submit an executed copy of a contract between the owner of the real property upon which the building and waste water treatment plant are to be constructed and a licensed State waste water treatment plant operator, providing for the maintenance and repair of such plant until its use can be discontinued and connection is made to the sanitary sewerage system of the Village; and
   (d)   Enter into an agreement with the Village providing for monthly inspection of the waste water treatment plant by the Inspector designated for such purpose. The agreement shall be in such form as determined by the Solicitor of the Village and approved by Council. Inspection fees shall be provided therein in accordance with the fee schedule set forth in Section 1426.09 of Part Fourteen - the Building and Housing Code, which fees shall be paid annually in advance by the owner to the Clerk of the Village.
