No person shall tap into a Village water line without first filing with the Inspector of Buildings a plan or sketch of the proposed connection showing the location, depth, width and kind of pipe proposed to be connected and obtaining a permit therefor, for which a fee of five dollars ($5.00) shall be charged. In addition, any tap-in and use fee to be paid for connection to any restricted water main shall be set by the Village Engineer and collected before any permit is issued under this section.
