Every trench or other excavation in or across a street or other public way shall be backfilled with sand or gravel, tamped or puddled. During the course of construction, unless the Inspector of Buildings specifically permits otherwise, at least one-half of the street or other public way shall at all times be open to the traveling public, and the site shall be well marked and guarded, day and night, to advise the public of the construction.
