No person shall construct an open trench in, across or under any road, street or other public way in the Village without first filing with the Inspector of Buildings a plan or sketch of the proposed trench, showing the location, depth, width and the material to be laid therein, and obtaining a permit therefor, for which a fee of one hundred dollars ($100.00) shall be charged.
