In connection with the construction of utilities within any dedicated street or any street proposed to be dedicated, the owner and contractor shall plan the work so as to present a minimum of inconvenience to the normal flow of traffic. Where any trenches cross the traveled portion of a street that is kept open to traffic, the contractor shall furnish and install at his own cost a steel plate satisfactory to the Village Engineer to insure the flow of normal traffic. All trench backfill for utilities that cross any existing or proposed right-of-way where proposed or existing drives, walks or pavement is to be installed should be backfilled with low strength mortar (LSM) as approved by the Village Engineer.
