All improvements involving proposed streets intended to be dedicated for public use shall be constructed and installed in accordance with the regulations contained herein and under the supervision of the Village Engineer. Any allotter shall pay all costs involved for the necessary time expended by the Village Engineer in the review of the improvement plans, permits, drawing specifications and contract documents. Upon commencement with construction, the allotter shall pay all costs involved for the necessary time expended by the Village Engineer in the supervision and inspection of all such improvements.
