A driver's license may be suspended or revoked at any time by the Mayor upon his own initiative or upon the recommendation of the Chief of Police. Before suspending or revoking such license, the Mayor shall afford the licensee the opportunity of a hearing upon the charges. The licensee may appeal from such order in the manner hereinafter provided. A second suspension for the same reason or, in any case, a third suspension of a driver 's license shall operate as a revocation of such license. No driver whose license has been revoked shall again be licensed as a taxicab driver in the Village unless upon the presentation of a reason satisfactory to the Mayor. The Mayor shall notify the Police Department of all suspensions or revocations of drivers' licenses.
