(a) The following license fees shall be paid for drivers' licenses or for renewals thereof:
(1) For each original license issued $5.00
(2) For each renewal thereof $5.00.
(b) For replacement of the driver's license certificate, if the same is lost, stolen, mutilated or destroyed, a fee of two dollars ($2.00) shall be paid.
