No person shall operate a taxicab for hire upon the streets of the Village without obtaining a license therefor from the Mayor. Such license shall be for the calendar year and shall expire on December 31 next succeeding the date of issuance, unless sooner suspended or revoked by the Mayor. Application for a license for a taxicab shall be made by the owner upon blank forms to be furnished by the Mayor. Such application shall contain the full name and address of the owner, the class of vehicle for which the license is desired, the length of time the vehicle has been in use, the number of persons it is capable of carrying, the motor power thereof and such other information as the Mayor deems necessary, together with a policy or certificate of liability insurance as hereinafter provided.
