As used in this chapter, "party center" means a place where any group of people gathers for the purpose of eating, drinking, playing games or socializing indoors or outdoors, whether such people gather as individuals or members, guests or friends of a group or organization, or both, and for which a general blanket charge is made to an individual, group or organization for permission to conduct a party on the premises, or to which admission may be gained with or without the payment of a fee, charge or consideration.
