(a) A license fee of four hundred dollars ($400.00) shall be paid to the Village Treasurer on behalf of the Village for:
(1) Programs of entertainment, gatherings of public social event, including professional athletic contests in the Village, and to which the public, clubs or organizations are invited or solicited to attend or attend at will, whether or not an admission fee is charged.
(b) Applications for a license required by subparagraph (a) hereof shall be filed with the Building Commissioner not less than 15 days prior to the date of the presentation of the program, setting forth the type of program to be presented and the name and address of the promoter.
