(a) No person shall store, stockpile, bring, transport or convey any garbage or refuse in the Village for the purpose of storing, stockpiling, dumping or burying the same on any private or public lands of the Village. As used herein, the phrase "garbage and refuse" shall include animal waste and food waste.

(b) No person shall dump or bury garbage or refuse in the Village which is brought from outside the Village.

(c) Whoever violates any of the provisions of this section is guilty of a minor misdemeanor and shall be subject to the penalty provided in Section 698.02.
