620.19 BLASTING SAFETY.
   (a)   A blasting safety plan shall be developed to ensure the safety of the public and personnel within the blast area. The blasting safety plan shall be prepared and signed by the Blaster-In-Charge. The plan shall describe:
      (1)   Method of transporting explosive materials to and from the site;
      (2)   Temporary storage of the daily supply of explosives on site;
      (3)   Limits of the blast area;
      (4)   Clearing and guarding procedures to ensure that all persons are excluded from or are at safe locations within blast area when blast is detonated;
      (5)   Communication system to be used between Blaster-In-Charge and all blast area security personnel;
      (6)   A detailed description of audible signals used to announce pre-blast warnings, blast time, all clear, and blast countdown suspension. Also provided shall be the location of signboards that will clearly indicate the length and nature of audible blast warnings and all clear signals;
      (7)   Procedures for handling misfires;
      (8)   Clearance of toxic fumes from excavations;
      (9)   Methods of dealing with transitory conditions that may affect the safety of the work, such as floods and electric storms. At a minimum, all transportation, handling or loading of explosives on the surface or underground, and any handling incidental thereto shall be stopped immediately upon approach of an electrical storm and all persons shall immediately retire to a place of safety. Persons underground shall be notified of the approach and of an electrical storm;
      (10)   Explosives shall not be left out during an electrical storm event but shall be removed to the magazines; and,
      (11)   All other actions necessary to accomplish the safety of the public, the contractor's employees and all other persons associated with the blasting operations shall be taken.
