620.17 BLAST DESIGN.
   (a)   Blast designs shall be developed incorporating any reasonable measures necessary to prevent injury and minimize annoyance to persons, to prevent damage to public or private property, and to eliminate negative effects on the environment. Blast designs shall be prepared and signed by the Blaster-In- Charge. As a minimum, blast designs shall include the following information:
      (1)   Location or station limits and elevations to which the blast designs applies;
      (2)   Plan view of proposed drill pattern, drawn to scale, and showing free face, burden, blast hole spacing and depth, hole angles, and hole diameters;
      (3)   Delay arrangement showing number of holes per delay, and delay interval;
      (4)   Type and grade of explosive, size of cartridge, weight of explosive in each hole, charge weight per delay, maximum total weight of explosives to be used per shot, and length and type of stemming;
      (5)   Typical powder factors expressed in pounds per cubic yard;
      (6)   Method of primary initiation;
      (7)   Distance to nearest structure(s) at which vibration and air blast limitations control blast design;
      (8)   Scaled range or distance used to calculate the maximum charge weight per delay for each blast.
