620.14 PRE-CONSTRUCTION INSPECTIONS.
   (a)   Pre-construction inspections of properties entirely or partially within 300 feet minimally of the blasting area shall be performed.
   (b)   Pre-construction inspections of properties entirely or partially within scaled distance of 60 ft/lb ½ from the blasting perimeter shall be performed. For example, if the maximum charge weight per delay is 50 pounds, the survey distance would be 424 feet (or (60 ft/lb½ ) x (50 pounds)½ ). The performance of pre-construction inspections may be terminated at a distance of 1,000 feet.
   (c)   Pre-construction inspections shall be undertaken by qualified specialists, approved by the engineer and the contractor's insurance carrier, retained for this purpose by the contractor to observe the condition of existing structures and facilities in the vicinity of the work at required intervals. The pre-construction inspections shall thoroughly document all existing damages or defects to both the interior and exterior of all structures, houses, buildings or facilities. The interior conditions of all portions of all structures, including all walls, partitions, floors, and ceilings shall be thoroughly documented by diagrams, transcribed notes and photographs to show the location and extent of existing damage deterioration and cracks including their dimensions, extent, and other relevant features. A minimum of 10 interior and 14 exterior photographs, or an aggregate of 24 photographs, shall be taken for each structure or facility. Close-up, detailed color photographs shall be taken of all cracks, deterioration and other observable effects in the exterior portions of all buildings and other observable effects in the exterior portions of all buildings and other property improvements including, but not limited to, retaining walls, driveways and sidewalks. The size of all color photographic prints shall be 3½ inches by 5 inches, minimum.
   (d)   The contractor shall prepare and deliver to the engineer prior to the start of construction at each site, one bound copy signed by the inspector of each of the pre-construction inspections containing all field notes taken, sketches and diagrams prepared, color prints of all photographs obtained, descriptions and reports. The engineer will, upon request obtain a second copy from the contractor and present this copy to the property owner or responsible party for each property or utility affected.
   (e)   As construction progresses, the contractor shall re-inspect as often as necessary in the opinion of the engineer to verify the adequacy of his construction methods for prevention of damage and to obtain sufficient evidence for use in defense against possible claims for damage from third parties.
   (f)   The contractor shall also re-inspect all homes where homeowners claim that damage is occurring as a result of the contractor's blasting and/or construction operations.
   (g)   One copy of all data obtained by the contractor, from each re-inspection outlined in items (c) and (d) above or post-construction inspection shall be delivered to the engineer. The engineer will, upon request, obtain a second copy from the contractor and present this copy to the property owner or responsible party for each property or utility affected.
