(a) No owner, keeper or harborer of a dog shall permit such dog to go in any public park, public ground or public building unless it is restrained by a leash and under the control of such owner, keeper or harborer of such dog. In addition, such owner, keeper or harborer shall be responsible for disposing of any feces which such dog may leave in any public park, public ground or public building in a safe and sanitary manner, which shall require wrapping such feces in paper and disposing of it in a garbage receptacle.
(b) Whoever violates this section is guilty of a minor misdemeanor and shall be subject to a mandatory fine of twenty-five dollars ($25.00) for a first offense, thirty dollars ($30.00) for a second offense and one hundred dollars ($100.00) for a subsequent offense.
