(a) No operator of a motor vehicle shall make a right turn against a steady red traffic signal at either of the following intersections:
(1) Granger Road and Canal Road;
(2) Granger Road and Warner Road.
(b) Appropriate signs indicating that a right turn against a steady red light is prohibited shall be posted at each intersection referred to in subsection (a) hereof.
(c) Subsection (a) hereof shall not be effective as to any given intersection until subsection (b) hereof has been complied with as to the given intersection.
