The Mayor, unless Council directs otherwise, or Council by administrative order, is hereby authorized to place and maintain painted or otherwise marked safety zones, traffic and parking lanes, crosswalks for pedestrians, "No Parking," "No U Turn," "No Left Turn" or "Stop" signs or signals or such other traffic signs, signals or standards as he or it may deem necessary for the proper control of traffic or the parking of vehicles.
