278.01 ESTABLISHMENT; POWERS AND DUTIES; MEMBERSHIP; TERMS; VACANCIES; COMPENSATION.
   (a)   An Economic Development Commission, which shall possess all of the powers and be subject to all of the responsibilities imposed upon it by law, the ordinances of the Village, and the directions of Council, is hereby authorized and established.
   (b)   Among the specific powers and duties of the Economic Development Commission shall be the planning of the economic development of the Village, the progressive pursuit of establishing new business in the Village with the intent of creating jobs and employment opportunities and the recommendation of appropriate development incentives to insure projects that come to the Village are economically viable.
   (c)   The Economic Development Commission shall consist of six members as follows:
      (1)   The Mayor;
      (2)   The Law Director;
      (3)   One member of Council to be appointed by the Mayor for a term of two years;
      (4)   One resident of the Village to be appointed by the Mayor for a term of two years;
      (5)   One citizen from the community who possesses a commercial real estate background to be appointed by the Mayor for a term of two years; and
      (6)   One member from the Cuyahoga Heights School Board to be appointed by the Mayor for a term of two years.
   (d)   The Economic Development Commission vacancies shall be filled within 30 days of the vacancy.
