The Recreation Board shall have authority in the interim between Council meetings to direct the Village Clerk in the making of all purchases from time to time for and in its behalf, in an amount not in excess of six hundred dollars ($600.00). All purchases in excess of six hundred dollars ($600.00) shall be first authorized and approved by Council.
