All expenses incurred in the operation of the facilities of the Recreation Board shall be payable from the Treasury of the Village. Council may annually appropriate and cause to be raised by taxation an amount sufficient for the purpose of maintaining and operating playgrounds, playfields, gymnasiums, public baths, swimming pools and recreation centers.
