250.21 BACKGROUND CHECKS FOR NEWLY HIRED PATROLMEN AND FIREFIGHTERS; PSYCHOLOGICAL AND POLYGRAPH TESTING.
   (a)   A background check shall be made on any new hire (full and part-time) of the Police and Fire Departments.
   (b)   Background checks shall be made by an independent consultant whose reports shall be made to the Mayor, with copies provided to the members of Council.
   (c)   All newly hired patrolmen and firefighters, full and part-time, shall also receive psychological testing and a polygraph test. This testing shall also be required of part-time patrolmen and firefighters who receive full-time appointments to the Police and Fire Departments.
   (d)   Reports shall be discussed in an executive session.
   (e)   Background checks shall be confidential and shall not be disclosed to anyone other than the Mayor, members of Council, the Clerk-Treasurer, the Law Director and the Assistant Law Director/Prosecutor.
   (f)   Council shall determine the independent consultant who will perform the testing.
