(a) In accordance with the Fair Labor Standards Act, all personnel shall be compensated at the prevailing minimum wage rate.

(b) The following employees are hereby exempted from the minimum wage requirements provided for in subsection (a) hereof:
(1) The Chief of Police;
(2) The Chief of the Fire Department;
(3) The Inspector of Buildings; and
(4) The Street Commissioner.
