(a) The road crew shall consist of a foreman, nine full-time employees and such part-time employees as may be needed from time to time.

(b) No appointment as a road crew employee shall be final until such employee has satisfactorily completed a six-month probationary period. At the end of six months, the Street Commissioner shall report to the Mayor that the employee has or has not satisfactorily completed his or her six-month probationary period. If he or she has, the appointment shall be final. If he or she has not, the employee shall be discharged.
