(a) Establishment. The office of full time Service Director is hereby established.
(b) Appointment and term. The Service Director shall be appointed by the Mayor subject to confirmation by Council. Such appointment shall be for a term determined by Council, and, when appointed, shall serve until a successor is appointed and qualified.
(c) Duties. It shall be the duty of the Director of Public Service to make rules and regulations for the administration of the affairs under his or her supervision. He or she shall manage and supervise all public lands and public undertakings of the village. He or she shall have the management of all other matters provided by Council with the public service thereof. The Director of Public Service shall act as purchasing agent for the Service Department. The Director of Public Service shall supervise the improvement and repair of streets, avenues, alleys, lanes, lands, bridges, sidewalks, playgrounds, sewers, drain ditches, culverts, streams and watercourses except those having reference to the Department of Public Safety or as otherwise provided in Ohio Revised Code Title VII.
(d) Compensation and benefits. The annual salary of the Service Director shall be as determined by Council and shall include all the benefits enjoyed by all other full-time employees (non-union).
