There is hereby established a Fire Department, which shall be composed of a full-time Fire Chief, and who shall act as the Administrator of the Fire Department, not less than eleven full-time firefighters, three of whom shall be Lieutenants, and up to twenty-five part-time firefighters, with basic training (minimum) as the Mayor, the Fire Chief and Council deem necessary.
