(a) Creation. There is hereby created a fund which shall be designated as the Police Confidential Investigation Fund, which shall be in the amount of one thousand, five hundred dollars ($1,500), and which shall be for the use of the Police Department, to be appropriated in and included as part of the annual appropriation for the General Fund to the Police Department. The Police Chief, with the approval of the Mayor, may pay rewards up to five hundred dollars ($500.00) each from the Fund to persons furnishing information which leads to the arrest and conviction of persons omitting any misdemeanor set forth in the General Offenses Code of these Codified Ordinances or violating any statute set forth in Ohio R.C. Chapter 3719.
(b) Custody and Jurisdiction. The Chief of the Police Department, and any person or persons authorized by him in writing, shall have sole custody of and jurisdiction over the Police Confidential Investigation Fund, which Fund shall be used by the Police Department for confidential investigation to determine whether the criminal laws of the Village, State or Federal Government have been violated. No part of this Fund shall be paid directly or indirectly to any person or persons employed by the Village.
(c) Accounting for Expenditures. The Chief of the Police Department shall, when necessary to restore the amount of the Police Confidential Investigation Fund, account for expenditures from the Fund by delivery to the Clerk-Treasurer of appropriate vouchers and receipts, evidencing each and every expenditure from such Fund, and he or she shall, annually, at the close of the fiscal year, provide a written report to the Clerk-Treasurer, showing a complete and adequate reporting of the receipts and expenditures of the Fund, together with a description of the purpose of the expenditure. The Clerk-Treasurer is hereby authorized and directed to reimburse the Fund upon receipt of properly executed vouchers and receipts for investigation items, the cost of which cannot be recovered or reimbursed.
