(a) The Police Department shall be composed of a Chief of Police, one Lieutenant, four Sergeants, at least one full-time Detective, and not less than eight full-time patrolmen, all appointed by the Mayor and confirmed by Council.
(b) The positions of Lieutenant, and Sergeants will all be filled from the full-time ranks of the Valley View Police Department pursuant to Chapter 245, Police Department Testing and Promotion.

(c) The position of full-time Detective shall be appointed from the full-time ranks of the Valley View Police Department by the Mayor with the recommendation of the Chief of Police. Full-time Detectives completing five years of continuous service shall be appointed to the rank of Detective First Grade, equal in authority and compensation to the rank of Sergeant. Should a Detective First Grade resign or leave the position for any reason, he or she would return to the rank of patrolman.
(d) There shall also be four part-time policemen who shall be appointed by the Mayor and confirmed by Council from time to time.
