220.10 COMMITTEES.
   (a)   Standing Committees Established. The following standing committees of Council are hereby established:
      (1)   Safety (Police and Fire)
      (2)   Finance
      (3)   Road, Traffic, Utility and Engineering
      (4)   Recreation
      (5)   Legislative
      (6)   Building and Building Maintenance (Building Inspector)
      (7)   Landscape & Beautification.

   (b)   Appointments to Standing Committees. On or before the February Council meeting each year the President Pro Tem shall appoint members of Council to standing committees and appoint the Chairpersons thereof. The President Pro Tempore, in making such appointments, shall be guided by the qualifications of the members of Council. Each Councilperson will be appointed to serve as the chairperson of not less than one committee. Each Councilperson will be placed on at least one committee from a list of his or her top three choices of committees, as submitted in writing to the President Pro Tempore by the twenty-first of January. Each standing committee shall consist of not less than two nor more than four members, except that the Finance Committee shall consist of three members of Council. No member of Council shall serve on more than four standing committees.

   (c)   Special Committees. The President Pro Tempore shall appoint such special committees as the Mayor or a majority of the members of Council deems necessary, provided, however, that any matter properly the concern of any standing committee, or which is then referred to or pending before such standing committee, may not, without the consent of such standing committee, be referred to or considered by a special committee.

   (d)   Representative To Cuyahoga Heights Schools and Board of Education. The President Pro Tempore shall appoint one Councilmember to be a representative and liaison to Cuyahoga Heights High School. This shall not prevent other Council members from having communications with the schools, but shall serve as a main course of communication to the school administration and Board of Education.

   (e)   Committee of the Whole. Council may resolve itself into a Committee of the Whole.
   (f)   Committee Secretary. Each committee may elect a secretary from among its members to keep a record of attendance and business transacted.
   (g)   Chairpersons of Committees.
      (1)   The President Pro Tempore shall appoint the chairpersons of the special committees.
      (2)   In the absence of a committee chairperson, the other members present, if constituting a quorum, shall elect a temporary chairperson.

   (h)   Meetings; Notice. The Finance Committee shall meet at 6:30 p.m. or another time as determined by the Chairperson, at the Village Hall, on regular Council meeting nights. Otherwise, each committee shall meet on the call of its Chairperson, or at the request of a majority of the members thereof, upon at least 24 hours written notice of the date and time of such meeting to each committee member, and to the President Pro Tempore, such notice to be served personally or left at the person's usual place of residence. Each member may waive such notice. The presence of any member at any committee meeting shall be deemed a waiver by such member of any irregularity in notice. By a unanimous vote of all members appointed to a committee, such committee shall have the power to vary the notice requirements of this subsection, except that in no event shall any such variance eliminate the requirement of notifying the President Pro Tempore of any meeting.

   (i)   Reports. Committee reports shall be in writing, except when waived by Council. The report of a majority of the members of a committee shall constitute the report of the committee, provided, however, that any member is entitled to prepare and present to Council a minority report. Council may accept or reject any committee report, in whole or in part.
   Upon motion and by a majority vote, Council may relieve a committee of further consideration of any question before it and order such matter placed on the calendar. When any matter is referred to a committee with instructions to report at a time named in the order or reference, failure to report at such time shall be considered as if reported back without recommendation, unless the time for such report is extended by Council. If no such extension is granted, the committee shall forthwith return to the Clerk the documents pertaining to such matter, and such matter shall take its appropriate place on the calendar.
   (j)   Public Hearings. With the approval of a majority of Council, a committee may hold a public hearing in connection with any matter under consideration before it.
