220.07 MOTIONS.
   (a)   In General. When a motion is made and seconded, it shall be stated by the Chair before debate and recorded by the Clerk-Treasurer. A motion shall pass upon receiving the affirmative vote of the majority of the members present.
   (b)   Robert's Rules of Order. Robert's Rules of Order (the most recent edition) shall govern the deliberations of Council.
   (c)   Suspension of Rules. These rules, or any of them, may be temporarily suspended at any meeting of the Council by a concurrent vote of the majority of all members elected, except when a greater number is required by law or by these rules. The vote on such suspension shall be taken and entered in the Journal. In case any rule herein shall not have been adhered to by the Council, the same shall be regarded as having been suspended.
   (d)   Public Hearings. With the approval of a majority of Council, a committee may hold a public hearing in connection with any matter under consideration before it.
