220.06 PRESIDENT PRO TEMPORE; ABSENCE OF CLERK-TREASURER; VACANCIES.
   (a)   President Pro Tempore. At the regular meeting in January of each year, Council shall immediately proceed to elect a President Pro Tempore from its own number, who shall serve until the first meeting in January next after his or her election as President Pro Tempore. If the President Pro Tempore should succeed to the office of Mayor, then Council shall fill the vacancy thus created (President Pro Tempore), in accordance with subsection (c) hereof, and thereafter elect another President Pro Tempore from its own number, who shall have the same rights, powers and duties as his or her predecessor.
   (b)   Absence of Clerk-Treasurer. In case of the absence of the Clerk-Treasurer from any Council meeting, Council shall appoint one of its own members to perform the duties of the Clerk-Treasurer at such meeting. Meeting minutes shall be the responsibility of the Clerk-Treasurer and shall be delivered to the Council members and Village Hall mail boxes within seven days after the meeting for which they were written.
   (c)   Vacancies. When the office of a member of Council becomes vacant, the vacancy shall be filled by election by a majority vote of all members elected to Council for the unexpired term, provided, however, that if Council fails to fill such vacancy within thirty days, the Mayor shall fill it by appointment.
   (d)   Additional compensation. Effective January 1, 2002, a member of Council serving as President of Council Pro Tempore shall receive additional compensation of one thousand five hundred dollars ($1,500.00) per year, payable bi-weekly.
